Spring 2024: Statewide ELO-P Survey
Expanded learning (afterschool and summer) is essential to families and students. California has invested in a massive expansion of these programs through the Expanded Learning Opportunities Program (ELO-P) with the aim of universal access for elementary school students, and this funding is making a difference.
This is PCY’s first statewide survey digging into how districts, charters, and community partners are using ELO-P to support students and families. With ELO-P headed into its third year, this survey provides a snapshot of the trends and opportunities as we plan forward.
This report, based on over 100 surveys and 11 interviews with local educational agencies and community-based providers, finds that ELO-P has significantly expanded program access for underserved students in both the summer and school year and is driving new investments in quality and staff.
This data (with its limitations) is intended to support education leaders, advocates, and policymakers to ensure that ELO-P implementation can realize its full potential, providing access to high-quality year-round, full-day learning and enrichment opportunities to all students who could not otherwise afford them.
